Set CVR qualifiers in QualifiedTypeIR. 

CVR qualifiers were not being set when reading in protobuf into IR. Set
them now.

Bug: 63865902

Test: mm -j64 with built tool used in soong.

Test: tests/test.py; all tests pass.
