vndk-def: Update eligible-list-o-release.csv

This commit updates eligible-list-o-release.csv in two respectives:

1. Remove android.hardware.tests.libhwbinder.so.  It is a testing
   library that will be built by VTS.  It should not be on the devices.

2. Move android.hidl.memory@1.0-impl.so to hw/ subdirectory.
