vndk-def: Add latest eligible-list-o-release.csv

This commit adds latest eligible-list-o-release.csv and removes stale
shared libraries.

This commit cherry-picks 4044fc73 again.
This should not be "DO NOT MERGE".

Test: Compare the output of vndk_definition_tool.py and only
librilutils.so changed.
