sourcedr: Fix checks on hidl_interface

hidl_interface defines two shared libraries.  This commit allows vendor
modules to depend on hidl_interfaces.  In addition, hidl_interfaces are
vendor_available by default.

Test: Run check_vndk_dep.py against the source tree
