Default libnfc-nci.conf for GSI

For the devices that do not include libnfc-nci.conf in vendor/etc,
use default libnfc-nci for GSI.

Test: Install GSI and remove vendor/etc/libnfc-nci.conf.
      Check if nfc is available in settings menu.
