DO NOT MERGE: Add PGO profiles for hwbinder 

To enable PGO for hwbinder, hwbinder.profdata is collected using
instrumented build of libhwbinder.so, and running test of
libhwbinder_benchmark.

Test: Built libhwbinder with PGO and ran test successfully.
