XFAIL Pair of OpenMP Tests for PowerPC LE Linux

XFAIL two tests that fail on PowerPC LE Linux due
to the change of default from PIC to no-PIC on that
platform.

A Bug has been opened for this:

The tests are:
runtime/test/ompt/misc/control_tool.c
runtime/test/ompt/synchronization/taskwait.c
