Add `dist` to avoid `setup-jack-server` failure.

Because of http://b/36169180, we need to compile `dist` target to avoid
Jack server failure.

Test: OUT_DIR=out python toolchain/llvm/android/test_compiler.py --build-only
--target aosp_bullhead-eng --no-clean-built-target ./
