Add DISABLE_FUTIMENS to guard the use of futimens 

So $NDK/build/tools/build-llvm.sh can add -DDISABLE_FUTIMENS
to remove dependencies of llvm binraries to futimens@GLIBC_2.6
doesn't exist in libc.so of some old linux systems
