Re-enable Windows builds 

Bug: http://b/28196329

Pass CMAKE_PREFIX_PATH to native CMake invocation that builds native
(linux) binaries during a Windows build.  This makes CMake find Ninja.

Test: Treehugger + python llvm/android/build.py on Linux
