Add polly r171369 & its dependency cloog 

Add polly: svn co http://llvm.org/svn/llvm-project/polly/trunk@171369,
the most recent revision works with llvm 3.2.

Also run "cd utils ; ./checkout_cloog.sh cloog_src" to get
the cloog it depends
