Build LLVMgold.so 

Bug: http://b/64691112

Pass LLVM_BINUTILS_INCDIR to CMake so LLVMgold.so gets built.

Test: Build aosp_angler target in the master-plus-llvm branch that is
otherwise broken due to missing LLVMgold.so in the toolchain build.
