Regenerate configure script with AutoRegen.sh. 

1. Move "$CFLAGS_FOR_BUILD" and "$LDFLAGS_FOR_BUILD"
   to build_exeext.m4.

2. Move the "$ARCH" change to configure.ac.

3. Declare the missing mkdtemp() in Path.inc if
   we are building for Android.
