[AlwaysInliner] Respect noinline call site attribute

always_inline foo() { }

bar () {

noinline foo();
}
```

We should prefer call site attribute over attribute on decl. This is fix for AlwaysInliner, similar fix is needed for normal Inliner (follow up).
