Emit -Wfortify-source using DiagRuntimeBehaviour

This fixes a false positive on the following, where st is configured to have
different sizes based on some preprocessor logic:

  if (sizeof(buf) == sizeof(*st))
    memcpy(&buf, st, sizeof(*st));
