[llvm-libtool-darwin] Add support for -D and -U options 

Add support for `-D` and `-U` options for llvm-libtool-darwin. `-D`
allows for using zero for timestamps and UIDs/GIDs. `-U` allows for
using actual timestamps and UIDs/GIDs.
