go/ast, go/parser: correct End() position for *ast.EmptyStmt

- added a new field ast.EmptyStmt.Implicit to indicate explicit
  or implicit semicolon
- fix ast.EmptyStmt.End() accordingly
- adjusted parser and added test case

Fixes #9979.
