[dev.regabi] cmd/compile: add OMETHEXPR 

This CL is obviously OK but does not pass toolstash -cmp,
because it renumbers the Op codes. In a separate CL so that
we can use toolstash -cmp on the CL with real changes
related to OMETHEXPR.
