cmd/cgo, runtime/cgo: avoid GCC/clang conversion warnings 

Add explicit conversions to avoid warnings from -Wsign-conversion and
-Wshorten-64-to-32. Also avoid runtime errors from -fsanitize=undefined.

Fixes #48121
