[dev.regabi] cmd/compile: use OSELRECV2 for all <-c variants

OSELRECV2 can represent all possible receive clauses that can appear
in a select statement, and it simplifies later code, so use it instead.

Follow up CL will remove OSELRECV.

Passes buildall w/ toolstash -cmp.
