Add empty file to silence CMake warning 

Bug: http://b/111579848

CMake warns if a library does not have any source file.  Add an empty
source file (prior art: llvm/tools/llvm-shlib/CMakeLists.txt) to silence
the warning.

Test: build.py and verify warning is fixed.
