  - Create Quirk for mha-l29 UHD video recording
    
    Huawei Mate 9, the UHD quality video recording requires
    configuring a repeating stream with at least 320x240 resolution.
    
    This CL updates the MeteringRepeatingSession to configure the
    repeating surface larger than 320x240 when it only binds the VideoCapture
    use case.
