  - Merge "Change ModifierLocalConsumers to issue event when detached" into androidx-main
  - Change ModifierLocalConsumers to issue event when detached
    
    Bug: 181981276
    
    Changed ModifierLocalConsumers so that when they are detached,
    they issue an event with default values for all ModifierLocals.
    
    This change allows ModifierLocals that produce trees to
    properly manage themselves when nodes are detached.
    
    Test: ModifierLocalConsumerNodeTest
