Update git submodules

  - Merge "Delete NetworkStatsFactoryBenchmark"
  - Delete NetworkStatsFactoryBenchmark
    
    As commented in the test, it is broken today and barely builds.
    
    Nothing seems to be referencing this library anywhere: remove it.
