Update git submodules

* Update platform/packages/modules/NetworkStack from branch 'master'
  to 8d645770b92618a45a74373456d641821dae0b07
  - Ignore testRollbackFromRapidCommitOption on Q.
    
    Right now testRollbackFromRapidCommitOption just fails on Q target and
    passes on Q+ platforms, which might delay the module release. Just try
    to ignore this test on Q target temporarily and add it back once fixing
    the root cause.
