Update build-tools to ab/3325977 

Kati update to add $(file), .KATI_READONLY, optimize $(shell), and make
regen checking of $(shell) commands sequential.

Test: build-aosp_arm64.ninja is the same before and after.
Test: Test $(file) with upcoming change
Test: Manually test .KATI_READONLY
