avb: Fix AvbSlotVerifyData->cmdline might be NULL 

When AVB_VBMETA_IMAGE_FLAGS_VERIFICATION_DISABLED is set,
AvbSlotVerifyData->cmdline should be a NUL-terminated string
instead of NULL.
