Flag 'TARGET_USE_QSEECOM_V4' added to make sure secure app region gets... 


Flag 'TARGET_USE_QSEECOM_V4' added to make sure secure app region gets allocated with the required memory.

Secure app region memory is getting allocated based on above flag definition
Test: qseecom L0 test plan (qseecom_sample_client with smplap32) has been executed
