target: msm8996: fix intf kickoff timeout error 



When LK and kernel update hardware setting at the same time
in RVC's case, interrupt registers in LK should not be cleared
as kernel is always triggering interrupts, otherwise intf
kickoff timeout error happens in kernel. This patch is to
fix this.
