Add Block Striding support

Calculate next ranging block based on the following formula :

current_block + stride_len _+1

Take hopping into account when computing the next ranging block.
Change the calculation of max_rr_retry when striding is used
Add striding flag in capabilities for users-ace applications
Add new debug traces.
