mali_kbase: platform: use exynos_pd API instead of CAL-IF 



This reverts commit 1ad9b3eb, and also
fixes return value check:

The exynos_pd_power_{on,off} return value now reports if a domain
was {on,off} when called to update RPM accordingly.
