gpu: intergration of midgard r28p0 kernel driver [2/3]

Problem:
herz on AndroidP is using mali450 kernel driver

Solution:
update t82x GPU kernel driver for AndroidP
comment aml_thermal_min_update in driver tmporarily

Verify:
build pass
screencap ok with non-afbc config
