hal: Unload modem wrt peripheral manager update 

Peripheral manager does not send ONLINE event to AHAL now. So modem
is not unloaded from AHAL after boot up resulting in additional modem
subsys vote.

Change is to check for peripheral manager service status updated after
pm_client_register and unload when status is ONLINE.
