wifi-hal: Map kernel error ENOBUFS to wifi-hal error code

Kernel error ENOBUFS is not mapped to any defined wifi-hal
error code. Map ENOBUFS error to WIFI_ERROR_TOO_MANY_REQUESTS
wifi-hal error.
