wpa_supplicant_8_lib: Import CSI command

This commit imports CSI feature from oem-ss. CSI is channel status
information, which is based on CFR - channel frequency response in
target. It supports to start with duration and stop. Here is
example-
start to capture: CSI start <duration>
stop to capture: CSI stop
