drm: samsung: recalculate underrun LP time when switching mode 



Refresh rate is one factor to calculate underrun LP time. Recalculate
underrun LP time when switching mode to ensure the setting is sutiable.
Also adjust te_idle_us for s6e3fc3 panel.
