s6e3hc3: modify HBM on command sequence for EVT1.1 and after

In EVT1.1 and after, need to set 120 fps of HBM setting when turn on
HBM is to keep same EM off time as HBM off to keep ALS work properly.
However this will cause a black flash. To fix the issue, set 120 fps
of NBM when turn on HBM instead, but it will reduce EM off time and
cause ALS sensor performance issue.  The short EM off time period
should be short because 60 fps switch to restore original EM off time
happens soon after HBM on.
