panel: create sysfs nodes, min_vrefresh and delay_idle_ms 



Create sysfs nodes, min_vrefresh and delay_idle_ms.
The min_vrefresh indicates the minimum refresh rate.
The delay_idle_ms describes a time internal that kernel idle
timer should be disabled when refresh rate updates.
