google_dc_pps: stub for tcpm_update_sink_capabilities()

tcpm_update_sink_capabilities() was removed from android-mainline in
3231c334dde8d ("Revert "ANDROID: usb: typec: tcpm: Add chip level
callback to check for contaminant""). So, this patch creates a stub for
the missing api while we wait for the change to be sent upstream.
