google_charger: improve bd_clear power_supply_change usage

In bd_clear, bd_batt_set_state updates battery health through property
POWER_SUPPLY_PROP_HEALTH which already runs power_supply_changed.
Remove the duplicate behaviors to reduce healthd logs.
