ANDROID: arm64: Enable CONFIG_OPEN_DICE=m

Enable 'Open Profile for DICE' driver module in arm64 virtual devices.
This is primarily for use in Microdroid, but as DICE starts being used
in full Android, it may be useful for Cuttlefish as well.
