msm: qdsp5: Replace use of clk_set_min_rate() with clk_set_rate()

Support for the proprietary clk_set_min_rate() API is being
discontinued. Move to clk_set_rate() instead, which is configured
to do the same thing for the clocks used by the adsp drivers.
