msm: board-8930: Add voltage regulator values for 8930 Non-LVS sources

Adds voltage regulator supply values for the Non-LVS supply sources
for 8930 target.
Provides check to identify whether regulator_set_voltage and
regulator_set_optimum_mode are supported for each regulator at
run time.
