msm: msm_iomap-7xxx: Add fake TMR0, QGIC base for 7x27a 



TMR0_BASE will be needed by local_timer_setup to calculate global timer
offset, when  we enable SMP_ON_UP for 7x27a.
As TMR0 base is not avialable, we define it to the same TMR base.

MSM_QGIC_DIST_BASE will be needed to compile platsmp to support
SMP_ON_UP, assigining the same VIC base address to QGIC Dist.
