MLK-10892 spi:74hc595:revert runtime pm support 



The spi expander 74hc595 runtime pm support has been proved
to be an unnecessary job. The logic is still ok without runtime
pm. So revert the commit: 0a1d9489aa8dbe78b996a88a22a46bfff3585f24
