msm: smsm: Update subsystem restart SMSM interrupts

Use the interrupt trigger functions for sending SMSM
interrupts to support subsystem restart on targets
that use platform data or device tree.

These SMSM interrupts are sent to all processors
after clearing the SMSM entry for the subsystem
that is being restarted.
