MLK-9948: ARM: dts: Add ddrsmp parameter for 19x19 arm2 board 



Add the ddrsmp parameter for 19x19 arm2 board.
2 ---- i.MX6SX 19x19 ARM2 board

And reduce the clock frequency from 53Mhz to 29Mhz.
