msm: board-8960: Update cpuidle latencies and power numbers

Update cpuidle latency values for entering and overhead in different
low power modes and the power incurred in transitioning to the state
as well as steady state power draw when idling in the state.
These values were measured on target. The updated values should improve
and match the low power mode chosen to the latency and the next wakeup
requirements for many a usecase, power numbers should improve as well.
