init: support early init on SA8195

Support early init on SA8195 by defining early devices on
SA8195 and adding SA8195 specific initcalls into early
init. Running clk_debug_init asynchronously on SA8195 will
cause TZ problem, so we need to run it synchronously on
SA8915.
