msm: jtag: add power collapse counters for each cpu

Count the number of power collapse entries and exits for each cpu
to aid with debugging issues related to power collapse.

Entry count is incremented as part of jtag save and exit count as
part of jtag restore. This save and restore code covers all kinds
of power collapse (idle, suspend, hotplug) entry and exits for all
cpus.
